Building Cuban Democracy argues that the encouragement of popular participation in Cuba during nearly half a century of revolution has given the regime hidden strengths which have not only secured its survival but could also offer an escape route out of its current crisis. Consequently the issue at stake is not how quickly Cuba can integrate with the market or hang onto the remnants of Soviet style central planning, but rather how participative democratic practices can be channelled into an alternative development model.
