Following on from the Leggatt Review (published August 2001, ISBN 0117027316) of the current tribunals system, this consultation paper considers options for reform of the system with regards to land, property and housing matters in relation to England only. It looks at the jurisdiction of the seven land, valuation and housing tribunals, as follows: the Agricultural Lands Tribunal, the Commons Commissioners, the Lands Tribunal, the Leasehold Valuation Tribunal, the Rent Assessment Committees, the Rent Tribunal and the Valuation Tribunal, as well as the adjudicator to HM Land Registry. The report considers the question of jurisdictional overlaps in the work between courts and tribunals, as well as between tribunals. Areas for reform are identified and three options for structural reform are suggested.
