The law provides planners with a set of instruments for organizing educational activities, developing and implementing reform policy, and facilitating co-operation between the various groups within the system. This study analyzes the essential aspects of the relationship between planning and law, and thus familiarizes education specialists with the tools needed to understand legal administration rules for school systems. Several topical themes, such as decentralization, are looked at in particular detail. The author intentionally draws on examples from countries operating under statute law, and thus complements Ian Birch's 'Law and educational planning' (Fundamentals No.46), more oriented towards the common law tradition. Yet, despite the fact that every educational system is intrinsically linked to its country's history, culture, and socio-economic environment, the monograph shows that the legal definitions of the various elements that make up the school system are based on educational issues with which most public authorities are faced.
