Enhancing the Competitiveness of SMEs : Subnational Innovation Systems and Technological Capacity-building Policies

This publication contains the proceedings and papers presented at the ESCAP regional consultative meeting, held in Beijing, China in October 2006, to discuss strategies and policies to promote subnational innovation systems (SIS) and technology capacity-building in the Asia and Pacific region. Topics covered include: globalisation and the growth of regional innovation system (RIS) mechanisms; benchmarking from successful country experience and SIS best practice using lessons from the Republic of Korea, and the "Daedeok Innopolis" strategy; knowledge cluster initiatives; SIS and technology capacity building: case study of Germany; and tecnology outsourcing from developed countries; with papers detailing developments in 13 countries in the region.
