Equity Shares for Social Housing

Tenants of social housing schemes form a significant proportion of those with little or no assets who often face most disadvantage in terms of the housing choices available to them. This report sets out the findings of research into the possible benefits of equity share schemes for social housing tenants in helping to achieve asset ownership and reducing social exclusion. This research highlights uncertainty as to whether equity shares could deliver the anticipated benefits at an appropriate cost. Therefore, on the basis of the evaluation, Ministers have decided not to implement pilot or large scale equity schemes at present, but rather monitor the development of similar schemes across the world.
