This publication was produced in response to numerous requests from policy makers for a concise guide presenting in one document international legal norms and standards for the management of migration. In addition, the report contributes to the Berne Initiative process, which proposes opening up avenues of study, reflection, and consultation among governments and other migration stakeholders with a view to enhancing cooperation.
