Large Scale Voluntary Transfers - Staff Impacts and Implications

This report is based on a research study of the impacts and implications for both local authority and housing association staff of the large scale voluntary transfer (LSVT) of council housing stock. The research included a review of local authority and registered social landlord literature, interviews undertaken by telephone and in person, case studies and staff surveys in 12 transfer areas. The report highlights examples of good practice drawn from past large scale voluntary transfers which can be taken forward for future transfer programmes. Issues considered include: staff attitudes and perceptions, transfer of undertakings and protection of employment (TUPE) provisions, employment terms and conditions of new and existing staff, organisational structures and staffing levels, staff information and consultation mechanisms, trade union membership and recognition, staff turnover and sickness levels, management styles and attitudes towards change.
