Measuring Capacity of Military Installations

After several decades of virtually no significant base closures, the DOD conducted 4 rounds of closures between 1988-95. Budget reductions combined with the end of the cold war and resulting drawdown left no excess physical capacity that could no longer be afforded. This book presents the results of RAND's examination of ways to measure installation capacity and expectations for the future.
