This circular applies to all principal local authorities in England and provides guidance on meeting the requirements of Part 1 of the Local Government Act 1999 regarding delivering improvements in service provision. It is based on the experience of best value since its introduction in April 2000. This circular is designed to clarify central government expectations of local service delivery, and ensure audit and inspection can operate with transparency and contribute to performance assessment and improvement planning.
