Infused with the spirit of the Progressive movement, Roe [1865-1928] asserts that the judicial power has become obstructive and anti-democratic, and ought to be kept within bounds. Roe seeks to restrain the bench through a program of "initiative, referendum and recall." Robert M. "Fighting Bob" LaFollette was a Wisconsin Progressive who served in the U.S. House and Senate and was the state's 20th governor. He ran for President as the nominee of his own Progressive Party in 1924. Roe, an attorney and champion of progressive causes, practiced law with LaFollette in Madison, WI. He moved to New York City and established a practice there when LaFollette entered politics.
