This report sets out a more radical way of dealing with issues in local authority planning. It recommends the approach of "participatory planning", whereby regional planning bodies along with unitary, county and district councils would seek outside mediation and guidance to deal with the matters and issues arising from planning applications. Across the world, a greater participation and involvement from individuals, organizations and businesses has been taking place to decide on the outcome of various planning decisions, and this report also offers a number of case studies from South Africa, USA and the Netherlands, setting out how this approach has been developed.
