This publication sets out the national planning policy framework for delivering the Government's housing objectives, and it should be read in conjunction with other relevant statements of national planning and housing policy (particularly PPS1 on sustainable development (2005, ISBN 0117539392) and the forthcoming planning statement on climate change). It has been developed in response to the recommendations of the Barker Review of housing supply (H.M. Treasury, 2004, ISBN 1845320107) and is based on a range of policy issues including: improving the affordability and supply of housing in all communities, including rural areas; achieving high quality housing; securing a mixture of housing in relation to tenure, price and households; and making effective use of existing housing stock. It sets out policies designed to achieve these outcomes, based upon a number of key principles including: sustainable development, a strategic approach to spatial planning and housing, market responsiveness, collaborative working, evidence-based policy approaches, outcome and delivery focus.
