This is the 16th in the series of reports which seek to identify emerging international socio-economic trends. The 2003 report has two new main features, taking a thematic approach by addressing the issue of social vulnerability in depth; and secondly, it attempts to increase its policy relevance by putting forward explicit policy recommendations. Aspects of social vulnerability discussed include: income insecurity and barriers to employment, social disadvantage including children's education and health, youth drug abuse and juvenile delinquency, socio-cultural discrimination, rights-based approaches, the conditions of migrants, older people, people with disabilities and indigenous peoples, and policy options for the reduction of vulnerabilities.
