Safeguarding adults and children with disabilities against abuse

The report adresses abuse and mistreatment of all disabled children and adults it draws attention to the extent and nature of this abuse and aims to ensure that people with disablities are protected against deliberate and/or avoidable harm, at least to the same extent as other citizens, and that when they are especiaaly vulnerable, additional mesaures are put in place to assure their safety.
