This study reviews guidance on the promotion of participation by local people in urban policy making, particularly in relation to urban regeneration schemes. It focuses mainly on programmes within the remit of the ODPM, but also takes some account of the overall government context. Topics discussed include: definition of community involvement; the policy context and key publications; stimulating involvement and barriers to participation; clarification of strategic principles regarding social capital, service provision, economic value, timescales, community development and core indicators. The report makes 10 recommendations to further improve levels of community involvement in urban policy development.
