This is the second edition of this publication which provides information to help public authorities, industry and communities prevent and prepare for accidents involving hazardous substances resulting from technological and natural disasters, as well as sabotage. The information has been developed by a variety of international experts and issues considered include: prevention of chemical accidents and near-misses; accident preparation through emergency planning and public communication; accident response strategies to minimise adverse effects; and following-up to accidents, regarding clean-up, accident reporting and accident investigation.
