They have created a large and almost permanent class of refugees. This volume of 'The Annals' discusses topics such as: attempts to define small wars rule-governed; arms transfers and smuggling; the nature and evolution of state disintegration; and United States foreign policy. Six case studies of small wars are presented including: the Kurds in Turkey; the former Yugoslavia and El Salvador.
